Yes - if you install the managed people and resources addon (which is a silver members addon) then you can create people types e.g. cleaner, kitchen help, server etc.

These types can be configured to be associated with Joomla users and you can decide if the user can be associated with one or more types.

Normally the event organiser would assign the users with the roles for an even but you can configure this to allow 'self assignmen' of roles.

Can this be set to allow sign ups without have volunteers sign in?

Not at present using the manage people/resources addon.

You could use RSVP Pro (our event attendance/ticketing) addon and offer 'tickets' of different types for different roles. This would allow for sign up without being Joomla users. It would be a gold addon and could possibly be a little less intuitive for your purpose.

There is a downside of signing up by email address which is being sure that you have a real person that is volunteering - if you have Joomla accounts then you can block spammers etc.
