Is there a way to restrict Joomla Authors or Publishers to only allow to create or edit an event for a certain CATEGORY?

I do know there are 3 levels of permissions. 1. Joomla core, 2. Jevents, and 3. Jevents Categories but i'm a little confused.

My client wants to create joomla user accounts to some of their clients to allow them to post events to only their category.
